I have found in days of crisis and uncertainty, the tendency for people to be frozen - they stop. They basically speak, "I do not know, whether I wish to make the decision." On the other hand, leaders should conduct constantly, even in days of uncertainty.
One of the best examples, whom I can use to illustrate how to conduct in days of uncertainty, is Rudy Giuliani because of its improbable leadership in New York during 9/11 crises.
