The registration law on n became recently the law (July, 19th 2007), it has been provoked CNDA (Cherishing Association of the Dealer of Number) and has been presented by Richard Ottaway, MP.It will change a way which registration number of a vehicle can be kept.
Earlier, when private License plates were are taken from the car and put on detention, using form V778/1, the applicant will be the registered keeper who would become Receiving in gift on the certificate of detention V778. Receiving in gift was able appoint the third party as the Candidate, but this person only had one right, and it should appoint number to a vehicle registered on its name. Receiving in gift was the unique person who could expand the certificate, change the candidate or important ask the duplicate from DVLA.
It has created a potential situation of swindle by means of what the detention number could be sold receiving in gift which could then to ask the duplicate (which superustupaet the original), and the buyer would lose registration number. As the buyer could pay to the seller to place registration number in detention and never to receive the certificate of detention V778 as it will be sent Receiving in gift.
At new Bill the applicant (the registered keeper) is able appoint the third party to be Receiving in gift on V778/1, thus granting the full rights to the buyer, including the most important fact, that DVLA will correspond only it concerning that registration number. Notice, that registration numbers already on detention are able not to transferred thus simply new statements for registration still on vehicles. However it very much improves safety of the scheme and switches off a possible situation of swindle.
To members of the public, wishing to sell their private License plates, now would urgently recommend to hold it on their vehicle while the buyer is not found, thus they can exploit this new legislation, especially if they think, that they can sell to the cherishing dealer of number.
If they sell number to someone who wished to place it directly on the car, they can still change the candidate to the name buyer’s, and the number can be quickly appointed to a vehicle, however if the buyer wishes to hold number on detention it will be exposed to potential problems which were transferred always by old system in which it can appoint only it to the car regsitered on name Nominee’s, it cannot expand the certificate, it, cannot change the Candidate, and DVLA will not correspond to it.
It consider as the big success, that CNDA was successful in passing through Members of the parliament, Bill Parlament not occupying an official post by means of Richard Ottaway MP. |
